Kaiser served in the
United States Department of Labor as Assistant Secretary of Labor for International Affairs, during the administration of PresidentHarry S. Truman . He was a special assistant to GovernorAverill Harriman ofNew York from 1955 to 1959. Later during the administration of PresidentJohn Kennedy , Kaiser wasambassador toSenegal andMauritania .
