Carlos Tello Macías (born
November 4 ,1938 ) is aMexican economist, diplomat and academician. He is a former ambassador toCuba ,Portugal andRussia and former secretary of budget and planning in the cabinet ofJosé López Portillo .Tello Macías was born in
Geneva ,Switzerland when his parents, Manuel Tello Baurraud and Guadalupe Macías Viadero were serving as Mexican diplomats. He received a bachelor's degree in business administration fromGeorgetown University , a master's degree in economics fromColumbia University and a doctorate's degree in economics from King's College,Cambridge University .He joined the
Institutional Revolutionary Party (PRI) in 1976. Besides serving as secretary of planning in one of the worst recessions in the history of Mexico (1976 – 1977), Tello worked in the public sector as undersecretary of finance (1975 – 1976) and general director of theBank of Mexico (september 1982 – november 1982).As an academician, he read several courses at the
National Autonomous University of Mexico (1960 – 1987), at "El Colegio de México " (1964 – 1979), at theUnited Nations Economic Commission for Latin America and the Caribbean and worked as a researcher for over nine years at theNational Institute of Anthropology and History (1978 – 1987). He currently serves in the board of "El Trimestre Económico" and "Nexos".Tello Macías is married to Catalina Díaz Casasús. He has three children. One of whom is, historian
