Water disputes are some of the world's oldest forms of disputes.
It is believed that the system of
taxation originally evolved from the idea ofriver water sharing.The roots of the English words "River" and "Rivalry" are also the same.Some people believe that the availability of water is what finally made the differences in the form of organization or
government of a people. Where water was scarce, such as in adesert , it made sense to have small bodies of governance with strict rules for the subjects. Freedom it appears is greater where water is most available.As demand for water increases, water shortages are becoming more common in some areas of the world. Regions in which water usage has come into dispute include the southwestern United States (Colorado River water in particular) and the
