Vladimir Nikolaevich Beliaev is the minister of information and telecommunications of Transnistria. He was born and raised in Tiraspol, today the capital of Transnistria. In 1987 he received an engineering degree in Odessa in Ukraine. He was in the Soviet Army and is today one of the youngest ministers with a full portfolio in Transnistria.
