Colonel Mortimer L. Delano was head of the Aero-Military War College of America and the First Aviation Corps and The Aero Military Service Federation of America. Around 1914 he was issuing pilots licenses and selling pilots uniforms and selling military titles.[1][2]

The new scheme is called "The Aero Military Service Federation of America," and the titles of the officers are truly flashy and gaudy enough to make a blind man blink. They are "president-general; deputy-president-general, secretary-general, deputysecretary-general, treasurer-general, deputy-treasurergeneral.""
