Early life, education and career
Al-Shaar was born in the Aleppo Governorate in 1962. He earned a B.A. degree from the Faculty of Economics at the University of Aleppo in 1980, and a Ph.D. in economics from the George Washington University.
From 1996 to 2001 he was a professor in the Faculty of Economics at the University of Aleppo.
Personal life
Al-Shaar is married and has a daughter and a son.
