Ramos was born in Juncos, Puerto Rico on August 6. She graduated with a Bachelor's degree in Business Administration, and began her career as Secretary of the Juncos Municipal Assembly. In 1991, she was appointed as member of the Women's Affair Commission by then Governor Pedro Rosselló.

In 1995, she successfully ran for the New Progressive Party candidacy to a position of At-Large Representative. Due to the resignation of then Representative Jorge L. Navarro Alicea, she filled his open seat in the Puerto Rican House of Representatives on March 26, 1996.

In the 1996 general elections, she was the representative who received the most votes of all 11 winning candidates. In the 2000 General Elections, she was narrowly defeated for re-election, returning to the House in the 2004 and re-elected in 2008. In 2005, she was selected by the New Progressive Caucus to be Majority Whip.

Ramos currently chairs the House Retirement Systems Committee and belongs to the House Government, Municipal Affairs, Consumer Affairs, and Education and Cooperativism Committees.[2]
