Mao Zhu Quan was of Jiangsu Haimen ancestry, and was born in 1883. He studied in Japan as a student. After 1912, Mao Zhu Quan was appointed as a member of the Kuomintang's National Assembly. In 1924 he was appointed by China's Kuomintang Central Committee as a candidate for the executive committee member position. Later, he was appointed as head of the Jiangsu Civil Administration. Mao Zhu Quan was later appointed as head of the Jiangsu Civil Administration, Secretary of the official punishment committee, as well as the Secretary-General and presidential national policy consultant. He was also Nationalist China's first Justice Minister. In 1950, he was arrested by the Communist Government of China while in Shanghai. In 1952, he died in prison as a result of a hunger strike in opposition to the Communist Party of China.
