Potel

Potel

Potel was the name given to the People's Commissariat for Post and Telegraph in the Soviet Union. The first commissar was Nikolai Glebov-Avilov, who sat on Sovnarkom, which in 1918 became the Council of Ministers of the USSR.

During the October Revolution of 1917 a soviet of employees took control of the former Ministry of Posts and Telegraphs. On 9 November 1917, the "People's Commissar for the Ministry of Posts and Telegraphs" (sic) issued a decree dissolving this Soviet which concluded "I declare that no so-called initiatory groups or committees for the administration of the department of Posts and Telegraphs can usurp the functions belonging to the central power and to me as People's Commissar" [ [http://libcom.org/library/bolsheviks-workers-control-solidarity-1917 Bolsheviks and Workers' Control] by Maurice Brinton]
