Viktor Vasilievitch Tikhomirov ( _ru. Виктор Васильевич Тихомиров,
December 10 (O.S. 23) 1912,Kineshma , currently inIvanovo Oblast ,Russian Empire — 1985,USSR ) was theSoviet scientist in the field ofradioelectronics andautomation , corresponding member of theUSSR Academy of Sciences (1953), FullDoctor of engineering , three times laureate of theStalin Prize (1943, 1945 andUSSR State Prize of 1953), twoLenin Order s.He was the leader of
Tikhomirov Scientific Research Institute of Instrument Design (NIIP) sinceMarch 1 ,1955 up to 1962. The institute was named in his honour after he passed away.Graduated from
Moscow Energy Institute in 1940.He created and implemented into serial production the Argon tail protection radar set, Izumrud and Izumrud-2 radar sights, high-precision range finder, the first “air-to-air” missile system.
In 1958 he took place of a General Designer of the
