description=The medal has a profile of former President Manuel L Quezon in a golden relief placed centerly in a depressed blue disc which is encircled by a garland consisting of Laurel Leaves in gold, superimposing a maltese cross. The cross appears in gold, with sharp edges at the end of its flanges with ridges sloping on both edges and the metal loops also appear in gold and fixed at the top flange of the cross. The ribbon is in light blue with 3 white stripes at the center.
