Peely wally can be used in many situations to describe various things, for example:
"That boy over there is looking a bit peely wally", meaning that the boy is looking off colour or slightly pasty looking.
"Ach noo Richard, you've made peely wally again", this situation would generally occur with a mother speaking to their son/husband, exclaiming that they have either made weak or milky tea, which can often be deemed undesirable.
