Tropical Storm Lowell was the thirteenth tropical cyclone of the 2008 Pacific hurricane season. It formed off a large system of thunderstorms and disturbed weather that moved off the coast of Mexico. The system caused significant effects well inland from its initial landfall.

Meteorological History

A large system of thunderstorms, southwest of Manzanillo, Mexico, strengthened into Tropical Storm Lowell on the night of September 6. The system skipped tropical depression status and was named "Lowell".cite web|url=http://www.nhc.noaa.gov/archive/2008/ep13/ep132008.fstadv.001.shtml?|title=Tropical Storm Lowell Forecast Advisory 1|publisher=National Hurricane Center|accessdate=2008-09-06|date=September 6, 2008] Lowell slowly strenthened into a 60 mph Tropical Storm. Shortly thereafter, it became a 50 mph Tropical Storm. A tropical storm watch was issued for southern Baja California as the storm headed north, but it weakened to a tropical depression on September 10, and dissipated on September 11. The remnants of Tropical Storm Lowell continued across the United States and joined with a cold front bringing heavy rains to the central northern states before tracking into Canada.

Impact

Lowell made landfall as a tropical depression in Baja California but its affects where felt at more inland areas. In Michoacan, Sonora, and Sinaloa, flooding from Lowell's remants left more than 26500 people homeless. No deaths were reported.cite web|url=http://www.nhc.noaa.gov/archive/2008/tws/MIATWSEP_sep.shtml?|title=Monthly Tropical Weather Summary|date=2008-10-01|publisher=National Hurricane Center|accessdate=2008-10-02] Moisture from Lowell eventually joined with the remnants of Hurricane Ike and caused significant damage. As this conglamoration of moisture traveled through the United States it caused extensive flooding in Illinois. In Chicago it broke flooding records dating back to 1871. [cite web|url=http://www.cnn.com/2008/US/weather/09/14/chicago.rainfall/index.html|title=Chicago seeks aid after worst rain in at least 137 years|publisher=CNN|date=2008-09-14] A small number of residents were evacuated, some by boat and several area roads and railways were temporarily closed. The remnants also contributed to a one-day rainfall total being broken in South Bend, Indiana [cite news |first=Adam |last=Jackson |authorlink= |coauthors= |title=South Bend sets new one-day rain record |url=http://www.southbendtribune.com/apps/pbcs.dll/article?AID=/20080914/News01/809140311 |work=South Bend Tribune |publisher= |date=2008-09-14 |accessdate=2008-09-15 ] , and, along with rainfall from remnants of Hurricane Ike, caused a portion of the Niles Dam at the Pucker Street Power House on the Dowagiac River in nearby Niles Charter Township, Michigan to collapse.
