Loras Joseph Watters (born October 14, 1915) is an American Bishop of the Roman Catholic Church. He is one of the oldest bishops of The Roman Catholic Church and the American.

Loras Joseph Watters was born in Iowa in the fall of 1915, ordained a priest in the Archdiocese of Dubuque on June 7 1941. He was appointed Auxiliary bishop of the Dubuque Archdiocese and Titular bishop of Fidoloma on June 21 1965. On March 13 1969 Loras Was installed as Bishop of the Diocese of Winona where he remained until his retirement on October 14 1986.
