Joseph Oliver Bowers, S.V.D. (born March 28 1910) is a prelate of the Roman Catholic Church from Dominica. At the age of age|1910|2|7 is one of the oldest Roman Catholic bishops and the oldest of the Caribbean.

Joseph Oliver Bowers born to a sheriff in the West Indies, traveling to the United States to attend St. Augustine Seminary, in Bay St. Louis, Mississippi. He was ordained a priest on January 22 1939, and continued as a priest in the Society of the Divine Word from 1939 to 1952. He was then appointed auxiliary bishop of Accra, Ghana and Titular Bishop of Cyparissia. Joseph Bowers was then appointed Bishop of Accra on January 8 1953 and received his episcopal consecration on April 22 1953. On January 16 1971, was appointed Bishop of St. Johns -Basseterre and retired from that position on July 17 1981
