Antonio C. Delgado of the
Philippines served as Philippineambassador to theVatican , as well as chairman of theWorld Scout Committee of theWorld Organization of the Scout Movement from 1971 to 1973.In 1971, Delgado was awarded the "
Bronze Wolf ", the only distinction of theWorld Organization of the Scout Movement , awarded by the World Scout Committee for exceptional services to world Scouting, at the 22nd World Scout Conference. He was also awarded theSilver Buffalo in 1970. TheBoy Scouts of the Philippines claims that Delgadoconceived theWorld Scout Emblem during his stint as the first Asian World Scout Committee chairman from 1971 to 1973, [http://scouts.org.ph/global/module.php?LM=news.detail&pid=22] however the design was introduced at the8th World Scout Jamboree in 1955, based on a 1939 earlier design byJ. S. Wilson .In 1987, Ambassador Delgado commissioned the Vatican Mosaic Studio to prepare a mosaic image of
