Kingston Papie Rhodes

Kingston Papie Rhodes (born on 25 October 1942) currently serves as the Chairman of the International Civil Service Commission (ICSC) [United Nations International Civil Service Commission]

Before becoming the Chairman, Rhodes accumulated extensive experience within the ICSC. He was the Executive Secretary of the ICSC from January 2000 to December 2004. In this capacity, he oversaw the management of the secretariat and spearheaded the development of strategic policies for strengthening human resources systems in the United Nations common system organizations. Under his guidance, a new Standards of Conduct for the International Civil Service was adopted by the United Nations General Assembly and a new computerized job evaluation system to support streamlining of the pay system was introduced. His duty also included serving as Joint Secretary to the Panel on the Strengthening of the International Civil Service, a high level group appointed by the United Nations Secretary-General to review the functioning of ICSC.

From 1980 to 1999, he held a variety of positions within the ICSC. Starting as a Statistician, he moved up the become the Deputy Chief and then Chief of the Cost-of-Living Division.

Between 1969 and 1980, Rhodes served the Government of Sierra Leone in different capacities. He became the acting Deputy Director of the Central Statistics Office. In the meantime, he was also engaged in the academics on a part-time basis. He lectured on Quantitative Methods at the University of Sierra Leone and on statistics at the Civil Service Training College. He also acted as Assistant Course Director at the Munich Center for Advance Training in Statistics and Consultant Statistician tot he Nutrition Unit at the University of California in 1978. In 1979, he spent a year with the US Bureau of the Census and US Bureau of Labour Statistics.

In the early 1970s, he served as his a representative of his country to the United Nations Africa Commission on Agricultural Statistics.

Rhods obtained his postgraduate degree from the Moscow Institute for Economics and Statistics and from George Washington University, Washington D.C. He speaks English and Russian and can work in French.
