Richard J. Phelan is a politician from the US state of Illinois. Phelan is noted for his service as Cook County Board President from 1990-1994. Phelan attended the University of Notre Dame and received his J.D. from Georgetown University. He was a partner with the law firm Foley & Lardner LLP's, and was a founding partner of the Chicago firm of Phelan, Pope & John.
As president of the Cook County Board, Phelan oversaw the largest unified court system in the world, and managed a budget of $2 billion and 27,000 employees. From 1988 to 1989, he served as special outside counsel to the U.S. House of Representatives Committee on Standards of Official Conduct, in its investigation of Speaker James C. Wright, Jr. Following his investigation of Wright, the speaker resigned from office, an event which had never previously occurred in U.S. history. Phelan is now a adjunct professor at Lake Forest College, and member of the board of John Marshall Law School.
