Doctor Efraín Vázquez-Vera is Puerto Rican, Caribbean Internationalist, Professor at the [University of Puerto Rico at Humacao] [http://www.upr.edu.com UPRH] . He holds a Doctorate and Masters in International Relations from the " [Universidad Complutense de Madrid] [http://www.ucm.es UCM] ", and is a graduate of the
Diplomatic School at the Ministry of Foreign Affairs of Spain. He has continued post doctoral studies in "New York University" and "Boston University" in the United States of America (U.S.A.) He has several publications on international and Caribbean affairs as well as on Puerto Rican political and socioeconomic development. He has been awarded several scholarships including the "J. William Fulbright Foreign Scholarship Board at Jordan" of the Department of Education of U.S.A., the "U. S. Speaker and Specialist Grant at Haiti" of the Department of State of the U.S.A., the Institute of Iberoamerican Cooperation Scholarship at the Ministry of Foreign Affairs of Spain, and the Presidential Grant from the University of Puerto Rico. From 2001 to 2003 doctor Vázquez-Vera was Assistant Secretary of State at the [Department of State of the Commonwealth of Puerto Rico] [http://www.estado.gobierno.pr DE] . At present, he serves as Adviser on Foreign Relations at the [Autonomous Municipality of Caguas] [http://www.caguas.gov.pr MAC] and as a Member of the Governing Body of the [General Council of Education of Puerto Rico] [http://www.gobierno.pr/CESPR/Inicio CGE] . In addition, he collaborates with public and private radio and television stations as an analyst on international news events. He is alsoHonorary Consul ofAntigua & Barbuda ,Dominica ,Grenada ,St. Lucia ,St. Kitts & Nevis , andSt. Vincent & the Grenadines in Puerto Rico.
