Team changes from last season

FK Gänclärbirliyi Sumqayit and ABN Bärdä were relegated after finishing in 13th and 14th place of last season's standings, respectively. They were replaced by the champions of the two groups from the Azerbaijan First Division, Bakili Baku and MOIK Baku.

On July 8, 2008, FK Masallı withdrew their participation from the league, citing competitional and financial problems as reasons. [http://www.affa.az/index.php?r=1&id=2198&lang=en Masalli will not take part in Premier League] . Retrieved on July 8, 2008.] Although it was unclear as of July 21 if the Azerbaijan Football Federation would be naming a substitute or if the championship would start with just 13 teams, shortly thereafter AFFA named FK NBC Salyan to replace Masilli in top league.cite web
