These dates conventionally delimit the period of each year when most tropical cyclones form in the northeasternPacific Ocean .This season is mainly notable for its lack nof notable storms. No one was killed, and no tropical cyclones made landfall. Excluding a storm that entered from the western Pacific basin, fourteen tropical storms and hurricanes formed. This total is slightly below the long-term average. All eastern Pacific systems this year formed in the eastern Pacific proper.

It strengthened into Tropical Storm Carmen, one of the latest first storms in the western Pacific.Fact|date=July 2007 It soon recurved and entered the Central Pacific, and the JTWC relinquished responsibility to theCentral Pacific Hurricane Center . The following names were used for named storms that formed in the eastern Pacific in 1980. No names were retired, so it was used again in the 1986 season. This was the first time these names were used since the modern lists began.
The central Pacific used names and numbers from the western Pacific's typhoon list. No names were required, as Carmen was named in the western Pacific.
