He was a Republican member from Seneca County of the
New York State Assembly from 1905 to 1906, and from 1914 to 1916, and was Chairman of the Ways and Means committee.In March 1917, he was appointed Deputy Comptroller by
Eugene M. Travis , and was appointed First Deputy Comptroller byJames A. Wendell . He was appointedNew York State Comptroller by GovernorNathan Lewis Miller after Wendell's death to fill the unexpired term until the end of 1922, but was defeated for re-election by DemocratJames W. Fleming .He was Chairman of the
New York State Republican Committee from 1929 to 1930, and a delegate to the1936 Republican National Convention .ources
