City Center Mall was a shopping mall located in downtown Grand Forks, North Dakota that was constructed by closing off a block of Third Street. Construction was done in 1978 by building a roof over the former street and walls, closing off the block. Fountains were built where the street was located. Despite the mall, to encourage shoppers to keep shopping in the downtown area, it did not improve business, and this trend continued through the 1980s and into the 1990s. In 1997, Grand Forks was hit by its worst flood on record. The downtown was no exception, and after the flood waters receded (and a fire that burned eleven buildings was out), it was deceided that the City Center Mall would become a through street again. After twenty years, when the roof and walls were removed, the two separated sections of Third Street were once again connected in November 1998.
