Wilfred James "Bill" Gray is an former senior Australian public servant, and specialist in Aboriginal affairs.
Between 1987-1988 he was Chairman of the Australian and Torres Strait Islander Commission (ATSIC) Task Force, and was the inaugural ATSIC CEO between 1990-1991. [http://www.atsicreview.gov.au/pdf/Billgray.pdf]
Between 1995-2000 he was the Commissioner of the Australian Electoral Commission [AEC Handbook 2004] .
