Roger Skinner (
June 1 ,1773 Litchfield, Connecticut -August 19 ,1825 Albany, New York ) was a lawyer, statesman and jurist fromNew York .He was an attorney in private practice both in
Connecticut andNew York . He was a member of theNew York State Assembly from 1808 to 1810. He served as District Attorney for the 4th District of New York in 1811 and wasU.S. Attorney for theNorthern District of New York from 1815 to 1819. He was a member of theNew York State Senate from 1817 to 1821. In 1821, he was a member of theCouncil of Appointment in its last year of existence.He received a recess appointment as a U.S. District Judge for the
Northern District of New York from James Monroe on November 24, 1819 to the seat vacated byMatthias Burnett Tallmadge . He received his commission onJanuary 5 ,1820 and died in office. He was one of the early members of theAlbany Regency .ources
