The movie revolves around T. Karadi Rajendar (Panni), who is a retarded person. It shows the endavour he goes through to capture Charmi's heart, although faced with opposition from all sides. In a major twist, he manages to marry her and they give birth to a retarded son, of which the role is played by Simbhu (Sombu). Upon knowing this, Charmi dies and this leaves Panni incapable of earning a living to bring up Sombu. In another twist, he stumbles by a 'Sami' (sage) who casts a devotional spell that makes Panni mentally fit. Only then does he realise that Charmi is actually his blood sister (Thangachi) and Sombu is an inbred child, and that's why he's retarded. Panni then joins politics and forms the 'Thangachi Munetra Kaatchi' as a tribute to his sister. He however receives poor support from the populace, with not many people attending his speeches. In an interesting part, he lashes out at a journalist who questions the poor turnout in his speeches like a mad person. This makes people suspect that he may in fact still be retarded, and it was confirmed by psychologists upon further examination. Panni is locked up in a mental asylum and he is cared for by Sombu (who becomes partially cured by then). The plot continues leading to Panni's eventual death and Sombu's advancement in career as a pornographic actor, and his marriage to Nayanthara (Nayan), a team mate.
