Priority Foreign Country

A Priority Foreign Country is the worst classification given to "foreign countries that deny "adequate and effective" protection of intellectual property rights (IPR) or "fair and equitable market access" to U.S. persons relying upon IPR protection" under the Trade Act

On 13 March, 2001, the United States Trade Representative designated Ukraine as a Priority Foreign Country [http://www.ustr.gov/Document_Library/Press_Releases/2001/March/Ukraine_Designated_as_Priority_Foreign_Country_Under_Special_301.html] citing the massive amounts of pirated CDs sold in Europe that originate from the Ukraine.
