Its seat is the village of Horodło, which lies approximately convert|13|km|mi|0 north-east of Hrubieszów and convert|111|km|mi|0|abbr=on east of the regional capital Lublin.

The gmina covers an area of convert|130.27|km2|sqmi|1, and as of 2006 its total population is 5,689.

The gmina contains part of the protected area called Strzelce Landscape Park.
