I.Q. Hi

Dr. I.Q. Hi is a character from the Looney Tunes animated shorts who first appeared in "Duck Dodgers in the 24 1/2 Century".

Duck Dodgers

In the shorts, Dr. I.Q. Hi is the Secretary of the Stratosphere who briefs Duck Dodgers (Daffy Duck) in both Duck Dodgers in the 24th 1/2 Century and it's sequel, "Duck Dodgers and the Return of the 24th 1/2 Century". In both cartoons, he is voiced by Mel Blanc.

"Duck Dodgers" TV series

I.Q. Hi was given a more significant role in the "Duck Dodgers" animated series. His overall design was changed. In the shorts, he was originally fat and wore a blue laboratory coat. In the new series, Hi wears a traditional white lab coat and is rarely seen without a pair of yellow rubber gloves. He also has a higher-pitched, more throaty voice which was provided by Richard McGonagle. With his red curls and beaky nose, Hi bears a striking resemblance to famed Stooge Larry Fine.

In the series, it is revealed that I.Q. Hi is bald beneath his lightbulb-hat ("Invictus Interruptus"), enjoys drinking Lattes ("The Green Loontern") and that his first name is Ignatius ("Deconstructing Dodgers"). In this series, he is the Chief Scientist for the Galactic Protectorate, and usually acts as a representative on Earth on behalf of the World President.

I.Q. Hi also appears to be wary of lawyers, constantly making slanderous remarks about them in the episode "Consumption Overruled", such as asking if there was a difference between a villain and a lawyer.

I.Q. Hi was the scientist who thawed out Duck Dodgers and assigned him the rank of captain, according to Hi in "The Trial of Duck Dodgers", "Because his understanding of the past will help us in the future to benefit from it." He admits that this is "standard science fiction logic".

Later episodes also show that I.Q. Hi owns an old castle inherited from his ancestors (which is later destroyed by Dodgers), enjoys fishing ("The New Cadet"), and despite their rivalries, appears to be on friendly terms with Queen Tyr'ahnee ("Deconstructing Dodgers" and "The Fudd"). He also has a brother called Psy Q. Hi, who is a psychiatrist ("Of Course You Realise This Means War and Peace").

In addition to the "Duck Dodgers" series, I.Q. Hi also made a guest cameo on "Tiny Toon Adventures" in the segment "Duck Dodgers, Jr.", featured in the episode "The Return to the Acme Acres Zone". Here, he briefs Dodgers and Plucky Duck (appearing as Dodgers' sidekick) on the matter transmogrifier that Marvin is using to suck up the universe; he is then sucked up himself by said transmogrifier. In this cameo, I.Q. Hi's appearance was closer to that of the original cartoons, and he was voiced by Jeff Bergman.

Dr. I.Q. Hi may be loosely based on the character of Dr. Huer in the "Buck Rogers" comic strip that Dodgers parodies.
