It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat is the town ofRyki , which lies convert|62|km|mi|0 north-west of the regional capitalLublin . The only other town in the county isDęblin , lying convert|9|km|mi|0|abbr=on south-west of Ryki.The county covers an area of convert|615.54|km2|sqmi|1. As of 2006 its total population is 59,129, out of which the population of Dęblin is 17,933, that of Ryki is 9,716, and the rural population is 31,480.
