The Forty-sixth United States Congress was a meeting of the legislative branch of the
United States federal government, composed of theUnited States Senate and theUnited States House of Representatives . It met inWashington, DC fromMarch 4 1879 toMarch 3 1881 , during the last two years of the administration of U.S. PresidentRutherford B. Hayes .The apportionment of seats in this House of Representatives was based on the Eighth Census of the United States in 1870. Both chambers had a Democratic majority.
