Anthony Joseph Scirica is the
chief judge of theUnited States Court of Appeals for the Third Circuit . Born in 1940 inNorristown, Pennsylvania , Chief Judge Scirica graduated fromWesleyan University in 1962 and received hisJ.D. fromUniversity of Michigan Law School in 1965. Prior to his appointment to the federal bench in 1984, he practiced law inMontgomery County, Pennsylvania , serving as an assistantdistrict attorney , and was elected to the Court of Common Pleas. Scirica also served as a State Representative in thePennsylvania General Assembly from 1971 to 1979. Scirica was a Republican representing parts of Montgomery County. In 1984 he was appointed to theUnited States District Court for the Eastern District of Pennsylvania . He was elevated to the Court of Appeals in 1987. He became Chief Judge in 2003 when then-Chief JudgeEdward Roy Becker assumedsenior status .In 2008, Chief Justice
John G. Roberts Jr. of theU.S. Supreme Court named Judge Scirica to be chairman of the executive committee of the Judicial Conference of the United States.Sirica wrote a dissent on the "
Prometheus Radio Project v. FCC " case. He authored the unanimous opinion in the Winer Family Trust v. Queen private securities fraud class action.
