Anthony Joseph Scirica

Anthony Joseph Scirica is the chief judge of the United States Court of Appeals for the Third Circuit. Born in 1940 in Norristown, Pennsylvania, Chief Judge Scirica graduated from Wesleyan University in 1962 and received his J.D. from University of Michigan Law School in 1965. Prior to his appointment to the federal bench in 1984, he practiced law in Montgomery County, Pennsylvania, serving as an assistant district attorney, and was elected to the Court of Common Pleas. Scirica also served as a State Representative in the Pennsylvania General Assembly from 1971 to 1979. Scirica was a Republican representing parts of Montgomery County. In 1984 he was appointed to the United States District Court for the Eastern District of Pennsylvania. He was elevated to the Court of Appeals in 1987. He became Chief Judge in 2003 when then-Chief Judge Edward Roy Becker assumed senior status.

In 2008, Chief Justice John G. Roberts Jr. of the U.S. Supreme Court named Judge Scirica to be chairman of the executive committee of the Judicial Conference of the United States.

Sirica wrote a dissent on the "Prometheus Radio Project v. FCC" case. He authored the unanimous opinion in the Winer Family Trust v. Queen private securities fraud class action.
