Rama Rao who started a new political party called Telugu Desam Party in 1982 in Andhra Pradesh of India to counter the then ruling Indian National Congress party in Andhra Pradesh.

He after joining Telugu Desam Party which defeated Indian National Congress of Andhra Pradesh in 1983 got elected as Chairman of Zilla Parishad for RR district in 1988 by direct election with entire RR district as electorate.

Having seen the leadership qualities of Devender Goud during his five year tenure of Zilla Parishad chairman, N.T. Rama Rao who was the founder chairman of TDP and also the chief minister of Andhra Pradesh declared Devender Goud(a prominent backward caste leader) as TDP party candidate for Medchal assembly constituency six months prior to the scheduled elections of 1994 Legislative Assembly of Andhra Pradesh. He got elected first time as MLA(Member of the Legislative Assembly (India)) representing Medchal assembly constituency of RR district in Andhra Pradesh in 1994 with huge majority.
